UK Sanctions and Compliance Checks for a Russia Move
The Russia sanctions regime includes financial, trade, transport, immigration and service restrictions. The statutory guidance was updated in 2026 and continues to change as new measures and designations are introduced.
Personal effects are not a blanket exemption
UK guidance lists exceptions for some personal effects and personal-use goods. The legal wording and scope depend on the particular prohibition.
An exception under the critical-industry rules can apply to the personal effects of a person travelling to Russia or non-commercial goods for their personal use contained in their luggage. Other sanctions chapters have narrower exceptions, including exceptions limited to diplomatic staff or particular goods.
A household container travelling separately from its owner is not necessarily treated in the same way as personal luggage accompanying a traveller. The shipment requires product-specific legal review.
Goods screening
Every meaningful item category should be screened against current sanctions schedules, strategic export controls and end-use restrictions. Descriptions such as “household goods” or “personal effects” are not detailed enough for a compliance decision.
The review can include electronics, computers, communications devices, tools, professional equipment, machinery, spare parts, chemicals, luxury goods, jewellery, artwork and vehicle-related goods.
Customer and consignee screening
The customer, consignee, employer, destination agent, property owner where relevant and other parties can require screening against the UK Sanctions List.
UK asset-freeze restrictions can also apply to businesses owned or controlled by a designated person even where the business itself is not separately named.
Carrier and route screening
The haulage company, shipping line, vessel, airline, customs representative, warehouse and subcontractors must be acceptable. A route through another country cannot be used to circumvent UK sanctions.
The immediate destination may be a European or Eurasian transit point, but the ultimate Russian destination and end use must still be declared and screened.
Destination restrictions
Easy Moving London will not provide a service that would breach restrictions concerning non-government-controlled Ukrainian territory or any other prohibited destination.
The Russian delivery address must be complete and verifiable before transport begins.
Licences and legal advice
Some transactions may be permitted under a statutory exception, general licence or specific licence. An exception applies automatically only when every condition is satisfied.
Where the position is uncertain, the customer or Easy Moving London may require independent sanctions advice or a licensing decision before accepting the goods.
No circumvention
Customers must not omit the Russian end destination, undervalue goods, misdescribe products, split shipments to avoid controls or use a third-country consignee to disguise the actual recipient.
Easy Moving London may cancel the service where information is inaccurate, incomplete or inconsistent with compliance records.
